Q with BAPI_ALM_ORDER_MAINTAIN

hello everyone

i have a problom withe BAPI:BAPI_ALM_ORDER_MAINTAIN like this:

I set the BAPI parameters as on,it run(BATCH) normally usualy,

but sometimes the order was techniccompleted only, the wbs and network was not cleared.

Can you tell me the reason ?

Note:

I have read the Note of the BAPI,but i didn't find the reason.Please help me!
