I don't have an idea how you are planning this process in details but I take this as calling some another transaction (say CO01) through QM02. This is possible using action box and ABAP help.
QCC0 > Quality Notifications > Notification Processing > Additional Notification functions > Define action box
Search for standard function module that creates rework order and assign the same to one of the action boxes. If you don't find you should create it taking ABAPer's help. As a result whenever you click on that action box in QM02 it would let you to CO01 transaction. In some cases you can even call the transaction at saving event.
