yes the group counter will be same. even if you delete the routing it will be in table as deleted entry for that group. and when you add another routing it will not add a new group but just update the counter.
for that problem i think you have to completely delete the routing from the table.
use ca98 and ca99 tcode. it wil solve your problem. if it solves your problem than close the thread.
